Introduction

  Taiwan is currently facing an external environment in which countries are competing intensely to attract international talent while itself falling short in incentives to attract foreign professionals. In order to promote the development of industry and economy, relevant laws should be loosened as well as research and development should also be more innovative in order to meet the upcoming challenges.

  The Executive Yuan Premier, William Lai held the 2nd meeting of the " 5 shortages of industrial investment obstacles" on November 1, 2006. The meeting minutes of the letter No. 1060194241were sent on November 7, 2006 to instruct that the Ministry of Education should research on the "additional public bilingual classes below high school" and loosen the relevant measure for enrollment. In order to fulfill the government’s innovational philosophy, the Ministry of Education decided to cooperate with the Executive Yuan on the policy of recruiting foreign talents to work and live in Taiwan as well as build a friendly educational environment for them.

  After investigating the current public and private school education resources in our nation, the outcome indicated that the international schools are still the dominant provider for the children of foreign outstanding talents. There are 21 in total, including 14 American schools (5 in Taipei, 3 in Hsinchu and Kaohsiung, 2 in Taichung , and 1 in New Taipei and Taoyuan), 1 Taipei European School, 3 Japanese Schools (1 in Taipei, 1 in Taichung and 1 in Kaohsiung), and 2 Korean Schools (1 in Taipei and 1 in Kaohsiung).These schools offer courses for children of foreign professionals to get better-connected academically and globally. Besides fulfilling the purpose of recruiting high-tech professionals, the Ministry of Science and Technology would also like to ensure the educational rights of the Science Park staff’s children. Both National Experimental High School at Science Park and National Nanke International Experimental High School provide domestic and international programs. Both school have restrictions on admission, and must meet the admission requirements of “Regulation Governing the Admission of Students to Bilingual Departments of Schools or Bilingual Schools at Senior Secondary Level or Below in Science Parks” to apply.

  In order to create an outstanding academic environment for the children of foreign professionals, the Ministry of Education in response to the policy of the Executive Yuan, hope that this plan will achievie the purpose of foreign professionals stay in Taiwan and attract more foreign professionals coming and staying in Taiwan. Therefore, this platform not only integrates multiple information, but also is accessible to the public.
